Participation of representatives of the State Electoral Commission of the Republic of Croatia at the 20th European Conference of Electoral Management Bodies “Stability of Electoral Law – Practical Aspects,” Vilnius, Republic of Lithuania, 15-16 April, 2025

From 15 to 16 April 2025, Damir Kontrec, Vice-President performing the duties of the President of the Commission, Commission member Slaven Hojski, and the Commission’s Secretary Albina Rosandić participated in the 20th European Conference of Electoral Management Bodies “Stability of Electoral Law – Practical Aspects,” held in Vilnius, Republic of Lithuania. The conference was organized by the Central Electoral Commission of Lithuania and the The European Commission for Democracy through Law - better known as the Venice Commission.
 
The conference discussions covered the following topics:
- Rules governing active electoral rights and participation in elections, including the registration of voters and candidates, delineation of electoral districts and polling stations, and voting from abroad.
- Rules applicable to the voting process and vote counting (including the transmission of election results) with emphasis on new modalities for exercising active electoral rights and emerging digital technologies.
- Rules concerning the resolution of electoral disputes, including annulment of election results, and the expansion of powers of central electoral bodies (for example, in relation to media or financial matters).
 
After two days of the conference, during which more than a hundred electoral experts from around fifty countries across three continents exchanged best practices on the conference topics, one of the key conclusions to highlight is the principle of the stability of electoral law, which is one of the most important principles outlined in the 2002 Code of Good Practice in Electoral Matters by the Council of Europe.
