Competences of the State Electoral Commission relating to the political activities, election campaign and referenda financing supervision

Pursuant to the Political Activity, Election Campaign and Referenda Financing Act (hereinafter: Financing Act), the State Electoral Commission of the Republic of Croatia:
  1. supervises financing of political activities of political parties, independent Members of Parliament and members of representation bodies of units of local and regional self-government elected from a list of a group of voters (hereinafter: regular annual financing supervision),
  2. supervises financing of election campaign in elections of representatives to the Croatian Parliament, elections for the President of the Republic of Croatia, elections of members to the European Parliament from the Republic of Croatia and local elections (hereinafter: election campaign financing supervision),
  3. supervises financing of referenda activities.
 

Regular annual financing supervision

In the supervision of regular annual financing, the State Electoral Commission supervises the annual financial operations and annual financial reports of political parties, independent representatives and members of  representative bodies of local and regional self-government units elected from a list of a group of voters.

All supervised entities are obliged to submit their financial reports through the Financing Supervision Information System. According to the Financing Act, all reports are published on the Commission web site enabling the Commission, the State Audit Office, as well as the public, to promptly and thoroughly gain insight into financial reports. The reports are published in open data format. The report of the State Electoral Commission on concluded supervision is also being published at the web site of the Commission.


Election campaign financing supervision

The State Electoral Commission supervises compliance with provisions of the Financing Act with regard to election campaigns,  financial accounts pertaining to the financing of election campaigns, collection of donations, election campaign costs, reporting on the election campaigns financing as well as other activities relating to the financing of election campaigns of political parties, independent list and  lists of a group of voters and candidates. As in the case of regular annual financing, the financial reports of supervised election participants are being entered into the Financing Supervision Information System and published at the Commission web page. The reports of the State Electoral Commission on concluded supervision are also being published at the web site of the Commission.
 

Referenda activities financing supervision

The State Electoral Commission supervises compliance with provisions of the Financing Act with regard to referendum activities, financial accounts pertaining to the financing of referendum activities, collection of donations, referendum activities costs, reporting on referendum activities financing as well as other activities relating to the financing of referenda activities of the referendum organising committee at state and local referenda. The organising committee is a committee for voters to express their view on the need to call a national or local referendum  and referendum activities means a set of activities undertaken by members of an organising committee for voters to express their view on the need to call a national or local referendum, which are intended to publicly present and explain the referendum question and convince voters to give their signatures and support the need to call a referendum and, if the referendum is called, to vote for their proposal.

As in previous cases, the financial reports of organising committee are being entered into the Financing Supervision Information System and published at the Commission web page. The report of the State Electoral Commission on concluded supervision is also being published at the web site of the Commission.
