Competences of the State Electoral Commission relating to the conduct of referenda

The State Electoral Commission performs tasks foreseen by legislation regulating the conduct of state, local and advisory referenda.

While conducting a referendum, the State Electoral Commission:
  1. ensures for  a lawful preparation and holding of  state and advisory referenda
  2. prescribes and publishes compulsory instructions for work of commissions in charge for conducting state and advisory referenda and committees in charge for voting in state and advisory referenda
  3. prescribes forms to be used during preparations and holding of  state and advisory referenda 
  4. appoints members of the commissions in charge for conducting state and advisory referenda in counties and the City of Zagreb
  5. supervises the work and render expert assistance to commissions in charge for conducting state and advisory referenda in units of local and regional self-government
  6. provides educational trainings to members of commissions in charge for conducting state and advisory referenda as well as committees  in charge for voting at state and advisory referenda  (by holding meetings and workshops, providing instructions and giving notifications, providing reminders for the work of committee in charge for voting in the state and advisory referenda, online education, etc. )
  7. determines polling stations and appoints presidents and members of the committees in charge for holding votes in state referendum at seats of diplomatic missions and consular posts of the Republic of Croatia
  8. determines voting hours in state and advisory referenda
  9. supervises the print of ballots in state and advisory referenda
  10. determines and publishes voting results in state and advisory referenda and delivers reports and voting results to the body that announced the referendum
  11. ensures funding in the State Budget and disposes of funding for the coverage of costs in  state and advisory referenda, determines the manner in which funding is to be spent, supervises the spending of funding and allocates appropriate funds to commissions  in charge for conducting state and advisory referenda and publishes comprehensive reports on referendum costs and manners of their spending
  12. supervises the legality of state, advisory and local referenda
  13. decides on objections relating to irregularities in the course of state, advisory and local referenda at the polling station and
  14. submits to the Croatian Parliament a report on conducted state and advisory referenda  within 60 days of the day official referendum results were published.
